This year marks the 25th Anniversary of the 1981 Springbok tour. Below is a talk given Tuesday, 15th August, 12noon, Clubs Room, VUW Student Union Building, by Don Franks, anti apartheid activist.

I recall a wet afternoon marshalling about a hundred mostly middle aged people happily singing Kumbaya in the middle of the Hutt road. The cop in charge approached me and the other marshall and said very pleasantly:
" Look guys I want this road clear. I haven’t got enough forces to arrest you all. But there’s no TV cameras anywhere in sight, so if you don’t piss off in two minutes we’ll just wade in with some heavy stuff, ok?"

GREATER EVEN THAN RUGBY

An important year in many respects, 1981 was just one small part of the huge international struggle against apartheid, which went on for very many years.
New Zealander’s struggle against South African racism is well documented in Trevor Richards’s book Dancing on our bones. Although I don’t think this work does justice to the political contribution of John Minto, I recommend the book as an indispensable part of protest history.
For the purposes of this discussion today I think we should take a minute to recall what local antiapartheid solidarity struggle was prompted by.
Apartheid was an extremely reactionary and unique system of political control first legislated in 1948. Apartheid classified every individual in South Africa by race,
Some eighty-seven percent of the land was reserved for whites, coloureds and Indians About thirteen percent of the land was divided into ten 'homelands' for blacks (60% of the population)
Facilities allotted to blacks in health, education, employment and every other field of life were vastly inferior to those enjoyed by white citizens.
Trains and buses were racially segregated, as were public beaches, with the best ones reserved for whites. Public swimming pools and libraries were segregated. There were few black pools or libraries.
Sex and marriage between the races was prohibited.
Trade unions were segregated and black unions not recognised.
And, most importantly for New Zealanders, apartheid totally segregated South African sport.
In the years leading up to the ‘’81 Tour, only a minority of reactionary New Zealanders openly defended apartheid. This minority included at least one government minister, Ben Couch, a former All Black, who’d been dropped for the 1949 Tour to South Africa because of his Maori race.
Most " pro tour" advocates argued that politics should not mix with sport, and that
visiting South African whites would, if anything, be moved to go home and effect social change because of the wonderful racial harmony they’d be bound to see in New Zealand.
Ok, maybe the blacks were mistreated over there, but stopping a game here wouldn’t make their lives any better.
It was a while before we learned how much difference international protest could make to black people’s lives.
When antiapartheid activists did make contact with black South Africans they were told that black morale went skyhigh when reports of game stopping protests filtered through.
The year of big demonstrations was preceded by years of constant political slog; thousands of teachins, articles, debates, pickets, posters and paper sales. HART produced a regular paper, HART NEWS, which sold on the streets in large numbers. One Friday night I had a competition with Penny Bright to see who could flog off the most, we sold 100 papers each.
There was an on going boycott of South African produced goods, mostly centred on wine and Peter Styvesant cigarettes. The distinctive HART badge was guaranteed to start arguments with total strangers. If I was feeling a bit tired and not up to a row, I wouldn’t pin on the badge when I went out, and always felt a bit of a sellout for not wearing it.
Anti apartheid argument from most of us usually took a simple liberal form. It was quick, easy and almost irrefutable to argue for blacks to "have the same rights as us" – to marry, join a union or drink with others without colour discrimination. This type of human rights argument did mean that the class nature of South African society was obscured. It also created problems when arguing anti apartheid with workers, particularly Maori workers. At the 1976 Federation of Labour Conference a Maori timber worker complained: " You say we should be supporting those black guys over there because they get treated like shit. Well, there’s a lot of us over here getting treated like shit and who’s supporting us?"
Of course, for many, probably, most antiapartheid activists, helping blacks win "the same rights as us" was the beginning and the end of the matter. It is a dreadful irony that for many blacks in South Africa today, working and living conditions are no better than they were under apartheid, because of the Rogernomics type reforms John Minto tried to warn them against.
That’s not to say that the struggle wasn’t worth it, the point is that the struggle against capitalist injustice is not completed, either here or in South Africa.
As we continue that struggle, I think there are some things was can learn from past battles.
HART had some success because it was principled, clear where it stood and what it demanded. They had a policy of not sitting down when it was necessary to enter the offices of police or politicians. Sitting down could lead to a softer atmosphere, shared cups of coffee and the creation of a friendly relationship where compromise was more likely to flourish. Having been party to that setup too often in union situations, I think the standing tactic makes a lot of sense.
Most of my own antiapartheid energy before and during 1981 was expended among workers in the trade union movement. There is a prevailing myth that industrial workers were 100% pro tour. Some union leaders were reluctant to provide a principled lead. But where determined political work was put in, positive results were gained. Anti apartheid resolutions and live bodies for demonstrations came from factories where communists were agitating. Lower Hutt city council labourers struck for a day when Mayor Kennedy –Goode suggested inviting the Springboks to a city function.

Now that the years have rolled by I can feel a small degree of sympathy for some of the pro tour people. Not the cynical political operators or the vicious mobs they incited, but the more civilized kiwi rugby fans. I’m not an All Black supporter, but I can see that being one is to feel part of a great collective cause. To many fans, the epic struggle of a New Zealand /Springbok clash was a rare thrill brightening the dull routine of daily life. The protesters bent on denying fans this thrill were themselves getting drama and excitement in their confrontations with the law. Some would say that’s what we were mostly in it for. To some extent the ’81 Tour became a test of strength between leftists and liberals against a Tory government with an obnoxious Prime minister. However, I believe the protesters main motive from start to finish was a genuine sense of solidarity with oppressed South African Blacks. An even greater cause than supporting a top international rugby football team.

That's a great speech. Thanks for posting it so us folks who don't live in Wellington can read it. I especially like the point about how the 81 Tour wasn't just spontaneous but took years of organising beforehand.

Nice speech. It's worth remembering that the anti-apartheid movement didn't begin or end in 1981. There was 20-odd years of organising beforehand and it continued for years after that. Actually the 1985 demonstrations against the proposed All Black tour of South Africa were bigger than the '81 ones, but without the violent confrontations so pretty much ignored by the historians. After that there were protests against the 'Cavaliers' tour of South Africa in 1986 and against imported South African goods. By the time the apartheid policy was abandoned, almost all links between NZ and SA had been severed.

You complain that John Minto is not given enough acknowledgment in Trevor Richards book but then completely ignore the important contribution of Tom Newnham, the organisation he lead (CARE Citizens Association for Racial Equality; famously referred to by Muldoon as ‘all theses harps and carps’ – or something to that effect) and, equally importantly, his ‘must have’ book for any New Zealand home ‘By Batons and Barbed Wire.’ Tom more than anyone embodies the 20 or more years of anti-apartheid slog and preparation that laid the groundwork for ’81.
On the matter of industrial support I was a seasonal freezing worker / student at the time working the summers at Hellaby Shortland (later permanently) and there was no shortage of support from the Fellmongery where I worked for the protest movement. We had a well attended meeting on-site that John Minto spoke to and a regular team of us from the Felly of about 20 to 30 on the Wednesday and Saturday marches. There was division on the tour of course but I think the majority of freezing workers anyway were anti-tour.

Thanks very much for your talk Don! It was awesome to hear from activists who were there and can pass on their stories and their knowledge of organising.
One thing i should've asked but forgot was what we were discussing after watching 'Patu'. We I didn't really understand the tactics of the protestors on the demos. Lines of protesters kept walking into police batons, are beaten up, walk back, and walk into the batons again and we couldn't figure out why. It is only in Auckland that people started fighting back the cops (throwing rocks etc.). Any idea, comments, responses?

Front line tactics developed as the struggle went on.
The big turnaround was the battle of Molesworth street, where anti tour people were seriously batoned for about first time.
After that we got helmets of various sorts.( Mine was an old military police tin hat bought from Crazy Ricks junk shop. The cops eventually took it off me and kept it saying it was their property)
We stuffed rolled newspaper under our coats to make quite effective armor and blokes all got cricket boxes.
Towards the end we made wooden shields, some with slogans on.
Why did people just keep advancing?
There was a sort of culture about putting yourself on the line - a sort of Quaker type non violent resistance. It was a sort of liberal militancy that stopped short of the qualitative step of actually attacking the cops. I remember when they started fighting back with sticks in Auckland. That was towards the end of the thing. I guess its one thing to put your body on the line and another to actually assult police officers. It is after all a serious charge to assault a cop. Had the thing gone on I think there would have been a bit more protesters hitting back at the cops with sticks. Although at the end we were starting to get physically and mentally stuffed. And had been arrested and fined a lot. When its going on week after week it wears you down. Especially when you're used to living in a relatively peaceful social democratic backwater...

No, - I wasn't there. Across town, before the battle had begun , half a dozen of us had occupied the New Zealand Rugby football headquarters. The cops smashed down the locked door to arrest us. Scary situation.
We were charged with "forcible detainer" - a charge related to kidnapping, because there was unbeknown to us a clerk still in the building when we took it over.
A jury convicted us. I remeber none of them would look us in the eye as they can in to deliver their verdict.

Well, I hope the ruling class have more competent spies and theoreticians up their sleeve than Trevor Loudon otherwise the revolution may be boringly onesided.
Trevor is 100% wrong with his central assertions about the WCL and the SACP.
The WCL had some respect for SACP members, because of the incredible repression they were under, but we never had any time at all for their political line, which we regarded as revisionist. The WCL had many, often bitter arguments with various other anti apartheid activists about SACP type politics, especially in trade union circles. I think the present state of South Africa shows our misgivings had some foundation.
Trevor gives us too much credit for influence in the antiaprtheid movement. Like thousands of other people, the WCL played a solid commited energetic part in the campaign and stood out a bit because we were an organised group. Some activists complained of the WCL having an overbearing dominating manner.
I think a far bigger WCL fault in the campaign was one that Trevor Loudon is unlikely to comprehend; building the movement at the expense of the party. Too often WCL branch work and marxist study came second or not at all to helping build the next demonstration. In my view the WCL came out of the '81 tour politically weakened. It was not long after the '81 Tour that the WCL began its disintegration into liberalism and identity politics.

I hope there will be similar protests for the current slaughter in Southern Africa. Action against Human Rights Violations should not be a WHITES ONLY arena!

I really enjoyed this article it was concise and enjoyable reading.
I was also one of the protestors, most of my family thought my husband and I were mad, coming from the working class, we were definitely in the minority, we both wore the badges, getting into major strife and many arguments, especially from big hairy guys when I was on my own. I must admit I took the badge of sometimes.
We were really scared on the day, it was Christchurch and people were seething over what had happened at Hamilton, we were told the police were going to turn the dogs on us because there would be very few of us. We took a deep breath and went anyway, I kept some pepper in my pocket to throw at the dogs if they tried to bite me, but as there were over 5000 people there the cops only took to the people in the front lines. I should elaborate, my cops, I mean the red squad. I wonder how they sleep now. I would also like to ask Colin Meads if he would repeat the comments he made about protestors...which I very much doubt.
I will always be proud to be a protestor at that time, it took a lot of courage from many, Trevor Richards and John Minto copping the worst of it, of course. These are the people who should really be knighted, not some brewerey baron who hasn't done anything except make money. New Zealand still has its priorities wrong in this case.

NZ was very much involved in SA so called apartheid years.Why dont you get involved in the reversed apartheid, racism against whites and hate crime that is on going in that country at this moment.SA was a great country up to late 1980's then the country was given to incompatant black racist.Not so tough now are we NZ.
